Well, if you did change your game, why shouldn't you bump the revision? :-)
I see your point on some more freetext info about each version though.
Because it's not like I have a long process for bugtesting my releases. It's stupid ending up with 100 different revisions, where most just fix some tiny bug.
Revisions should be for functionality/gameplay, and not bugfixes.

Also there should be changes/comment field related to new revisions, so you can keep track of what the differences are.
